Don’t rely on resizing your desktop browser.\u003c/li\u003e\n\u003cli\u003eUse optimization tools to measure and improve performance.\u003c/li\u003e\n\u003cli\u003eDeliver responsive images via JavaScript until there is a better solution.\u003c/li\u003e\n\u003cli\u003eLoad only the JavaScript you need for the current device with conditional loading.\u003c/li\u003e\n\u003cli\u003eDeliver above-the-fold content first.\u003c/li\u003e\n\u003cli\u003eApply a smart responsive solution with one or more of these techniques: conditional loading, responsiveness according to group, and a server-side layer.\u003c/li\u003e\n\u003c/ul\u003e\n\u003cp class=\"tribe-events-single-event-title summary\"\u003e\n  Federal agencies face these challenges along with barriers like buy-in from management.
