November is also \u003ca href=\"https://obamawhitehouse.archives.gov/the-press-office/2015/11/02/presidential-proclamation-national-entrepreneurship-month-2015\"\u003eNational Entrepreneurship Month\u003c/a\u003e with November 17th being National Entrepreneurs’ Day. As President Obama stated in his proclamation: “In keeping with our goal of fostering economic growth through private-sector collaboration, the federal government is accelerating the movement of new technologies from the laboratory to the marketplace, increasing access to research awards for small businesses, \u003cstrong\u003emaking more data open to the public\u003c/strong\u003e [emphasis mine] and catalyzing new industry partnerships in critical fields such as advanced manufacturing and clean energy.”\u003c/p\u003e\n\u003cdiv class=\"image\"\u003e\n  \u003cimg\n    src=\"https://s3.amazonaws.com/digitalgov/_legacy-img/2015/11/600-x-400-Health-future-medical-app-nevarpp-iStock-Thinkstock-491119888.jpg\"\n    alt=\"Futuristic concept art of medical icons and binary data streams\"/\u003e\u003cp\u003enevarpp/iStock/Thinkstock\u003c/p\u003e\u003c/div\u003e\n\n\n\u003cp\u003eThe Department of Health and Human Services’ (HHS) \u003ca href=\"https://web.archive.org/web/20150905190036/http://www.hhs.gov/idealab/what-we-do/\"\u003eInnovation, Design, Entrepreneurship, and Action (IDEA) Lab\u003c/a\u003e is an outstanding example of a federal agency using open data to foster economic growth through empowering federal employees with innovative ideas and opening health data to the private sector. The IDEA Lab supports eight major programs and initiatives for both internal HHS employees and external entrepreneurs/innovators-in-residence to work on innovative projects. In 2010, HHS created their \u003ca href=\"https://web.archive.org/web/20150905184421/http://www.hhs.gov/idealab/what-we-do/health-data/\"\u003eHealth Data Initiative\u003c/a\u003e to “make health data openly available, disseminate the data broadly across the health and human services ecosystem and continuously educate internal and external participants about the value of data.”\u003c/p\u003e\n\u003cp\u003eAs part of the Health Data Initiative, HHS launched \u003ca href=\"http://www.healthdata.gov/\"\u003eHealthData.gov\u003c/a\u003e that now has close to 2,000 data sets on topics such as Medicaid, community health and Medicare costs. HealthData.gov has a searchable interface similar to \u003ca href=\"http://www.data.gov/\"\u003eData.gov\u003c/a\u003e, which makes it easy for developers to locate the appropriate datasets for a mobile app or similar data product. The first IDEA Lab program is the \u003ca href=\"https://web.archive.org/web/20150905184951/http://www.hhs.gov/idealab/what-we-do/hhs-ignite/\"\u003eHHS Ignite Accelerator\u003c/a\u003e in which employee teams are given six months to test out an idea to improve a process or modernize an HHS product or service. Employees are trained in \u003ca href=\"http://theleanstartup.com/principles\"\u003elean startup methodology\u003c/a\u003e and graduates of the program go on to mentor other Ignite teams. The \u003ca href=\"https://web.archive.org/web/20150905182147/http://www.hhs.gov/idealab/what-we-do/hhs-ventures/\"\u003eHHS Ventures Fund\u003c/a\u003e program is for the development of proven ideas that will “dramatically improve their Office, Agency or the Department’s ability to carry out its mission.” HHS also has two programs where employees can hire outside accomplished \u003ca href=\"https://web.archive.org/web/20150905192032/http://www.hhs.gov/idealab/what-we-do/hhs-entrepreneurs/\"\u003eentrepreneurs\u003c/a\u003e and \u003ca href=\"https://web.archive.org/web/20150905192032/http://www.hhs.gov/idealab/what-we-do/hhs-entrepreneurs/\"\u003einnovators\u003c/a\u003e for one to two years to work on “high risk, high reward” projects.\u003c/p\u003e\n\u003cp\u003eThe U.S. federal government has a long history of aiding entrepreneurs and innovators from supporting the building of the transcontinental railroad to the building of the Internet.
