This memo provides guidance for how to improve program and project management practices within the federal government.\u003c/p\u003e\n\u003cp\u003eIn part, this memo provides further policy guidance to help agencies fully implement the PMIAA. The law and policy guidance collectively establish a framework and the requirements for improving the management of federal programs and projects.\u003c/p\u003e\n\u003cp\u003ePMIAA complements implementation of the \u003ca href=\"https://www.performance.gov/pma/\"\u003ePresident\u0026rsquo;s Management Agenda\u003c/a\u003e.\u003c/p\u003e\n\u003ch2 id=\"why-is-it-important\"\u003eWhy is it important?\u003c/h2\u003e\n\u003cp\u003eThe U.S. federal government manages some of the largest services in the world, from administering retirement benefits to investing in the nation’s infrastructure to tackling climate change, among other services.\u003c/p\u003e\n\u003cp\u003eFederal program and project managers ensure the government delivers these services to the public efficiently and effectively—making it important that they follow best practices in program and project management.\u003c/p\u003e\n\u003ch2 id=\"whats-in-the-law\"\u003eWhat’s in the law?\u003c/h2\u003e\n\u003cp\u003ePMIAA requires the \u003ca href=\"https://www.cio.gov/handbook/it-laws/cfo-act/?clickEvt\"\u003e24 federal agencies that are required to have a Chief Financial Officer\u003c/a\u003e to designate a Program Management Improvement Officer. This officer must implement agency program management policies and develop a strategy for enhancing the role of program managers within the agency.\u003c/p\u003e\n\n\n\n\n\n\n\u003carticle class=\"dg-ring\" aria-labelledby=\"134abfc99096c1bd583581c35497fb8a\"\u003e\n  \u003ch2 id=\"134abfc99096c1bd583581c35497fb8a\" class=\"dg-ring__title\"\u003ePublic law No: 114-264\u003c/h2\u003e\n  \u003cp\u003eProgram Management Improvement Accountability Act (PMIAA) requires the Office of Personnel Management to issue regulations that:\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003e\n\u003cp\u003eIdentify key skills and competencies needed for an agency program and project manager\u003c/p\u003e\n\u003c/li\u003e\n\u003cli\u003e\n\u003cp\u003eEstablish a new job series or update and improve an existing job series for program and project management within an agency\u003c/p\u003e\n\u003c/li\u003e\n\u003cli\u003e\n\u003cp\u003eEstablish a new career path for program and project managers\u003c/p\u003e\n\u003cp\u003e\u003ca href=\"https://www.congress.gov/bill/114th-congress/senate-bill/1550/text\"\u003eExplore the Program Management Improvement Accountability Act (PMIAA)\u003c/a\u003e\u003c/p\u003e\n\u003c/li\u003e\n\u003c/ul\u003e\n\n\u003c/article\u003e\n\n\u003ch2 id=\"what-does-it-mean-to-improve-the-management-of-federal-programs-and-projects\"\u003eWhat does it mean to improve the management of federal programs and projects?\u003c/h2\u003e\n\u003cp\u003eOMB’s policy guidance in M-18-19 requires agencies to use three key strategies as part of a 5-year strategic plan for implementing the PMIAA.\u003c/p\u003e\n\u003ch3 id=\"strategy-1-coordinated-governance\"\u003eStrategy 1. Coordinated governance\u003c/h3\u003e\n\u003cp\u003eThe first strategy leverages a coordinated approach and governance structure that clarifies key roles and responsibilities for senior leader engagement in strengthening program and project management, and establishes program management principles and standards that can be applied broadly.\u003c/p\u003e\n\u003cp\u003eThis approach requires management competencies and standards across various levels of the organization — from the Chief Operating Officer (COO) at the top, to the portfolios and programs in the middle, down to the projects at the bottom of the organization.\u003c/p\u003e\n\n\n\n\n\n\n\n\u003cdiv class=\"image\"\u003e\n  \u003cimg\n        src=\"https://s3.amazonaws.com/digitalgov/pmiaa-figure-1-organizational-pyramid-management-competencies-standards.jpg\"alt=\"A blue pyramid chart with four levels. Regular engagement and reviews with OMB and agencies\u003c/h3\u003e\n\u003cp\u003eThe second strategy holds managers accountable for results through annual program portfolio reviews. It calls for reviews to assess performance and identify opportunities for improvement as well as point out barriers to achieving program outcomes. They are to be conducted in coordination with the agency internal review processes supporting the analyses generated for the agency’s annual strategic review meeting with OMB.\u003c/p\u003e\n\u003cp\u003eThis strategy also says OMB will coordinate reviews of programs identified by the \u003ca href=\"https://www.gao.gov/\"\u003eU.S. Government Accountability Office\u003c/a\u003e as most-at-risk for fraud, waste, abuse, and mismanagement, or most-in-need of transformation to address economic, efficiency, or effectiveness challenges.\u003c/p\u003e\n\u003ch3 id=\"strategy-3-strengthening-program-management-capacity-to-build-a-capable-workforce\"\u003eStrategy 3.
