In part, this memo provides further policy guidance to help agencies fully implement 21st Century IDEA. And according to \u003ca href=\"https://analytics.usa.gov/\"\u003eanalytics.usa.gov\u003c/a\u003e, there are about 2 billion visits to federal websites each month, representing over 80 billion hours of interactions with the public. Over 50% of these visits occur on mobile devices.\u003c/p\u003e\n\u003cp\u003eDigitally is now the default way the public wants to interact with the government. \u003csup\u003e\u003ca aria-describedby=\"footnote-label\" href=\"#fn1\" id=\"footnotes-ref1\"\u003e[1]\u003c/a\u003e\u003c/sup\u003e More than ever, digital experiences are central to federal agencies\u0026rsquo; mission delivery. And of course, the public expects their digital interactions with the government to be on par with their favorite consumer websites and mobile apps.\u003c/p\u003e\n\u003cp\u003eDelivering a digital-first public experience is a significant opportunity to improve the lives of millions by making it easier to access the information and services they use and count on each and every day.\u003c/p\u003e\n\u003ch2 id=\"whats-in-the-law\"\u003eWhat’s in the law?\u003c/h2\u003e\n\u003cp\u003e21st Century IDEA requires all executive branch agencies to:\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003eModernize their websites\u003c/li\u003e\n\u003cli\u003eDigitize services and forms\u003c/li\u003e\n\u003cli\u003eAccelerate use of e-signatures\u003c/li\u003e\n\u003cli\u003eImprove customer experience\u003c/li\u003e\n\u003cli\u003eStandardize and transition to centralized shared policy guidance (M-23-22) requires that agencies ensure their websites, web applications, digital services, and mobile applications conform to the following requirements and principles:\u003c/p\u003e\n\u003col\u003e\n\u003cli\u003eAccessible to people of diverse abilities\u003c/li\u003e\n\u003cli\u003eConsistent visual design and agency brand identity\u003c/li\u003e\n\u003cli\u003eContent that is authoritative and easy to understand\u003c/li\u003e\n\u003cli\u003eInformation and services that are discoverable and optimized for search\u003c/li\u003e\n\u003cli\u003eSecure by design, secure by default\u003c/li\u003e\n\u003cli\u003eUser-centered and data-driven design\u003c/li\u003e\n\u003cli\u003eCustomized and dynamic user experiences\u003c/li\u003e\n\u003cli\u003eMobile-first design that scales across varying device sizes\u003c/li\u003e\n\u003c/ol\u003e\n\u003ch3 id=\"requirements-for-digitizing-forms-and-services\"\u003eRequirements for digitizing forms and services\u003c/h3\u003e\n\u003cp\u003eOMB’s policy guidance (M-23-22) requires to the greatest extent practicable that agencies:\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003eMake forms available to the public in a digital format\u003c/li\u003e\n\u003cli\u003eMake services provided to the public available in a digital channel and in a manner that maximizes self-service task or transaction completion\u003c/li\u003e\n\u003cli\u003eNot require a handwritten signature (“wet signature”) or other in-person identity proofing requirements as a requirement for completing a public-facing form or service without providing the public with an equivalent digital method\u003c/li\u003e\n\u003c/ul\u003e\n\u003ch2 id=\"what-are-the-implementation-timelines\"\u003eWhat are the implementation timelines?\u003c/h2\u003e\n\u003cp\u003eSince the passage of the law, agencies have taken steps to improve and better integrate their digital experiences.\u003c/p\u003e\n\u003cp\u003eOMB’s policy guidance (M-23-22) further clarifies requirements and sets specific timelines and priorities for implementation.\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003e\u003cstrong\u003eFor new or redesigned websites, digital services, and forms:\u003c/strong\u003e By March 20, 2024, any new or redesigned website, service, and form was expected to meet the requirements outlined in guidance.\u003c/li\u003e\n\u003cli\u003e\u003cstrong\u003eFor existing websites, digital services, and forms:\u003c/strong\u003e Agencies are expected to prioritize remediation and/or digitization based on the criteria outlined in Section IV of the guidance.\u003c/li\u003e\n\u003c/ul\u003e\n\u003ch2 id=\"what-were-the-agency-reporting-requirements\"\u003eWhat were the agency reporting requirements?\u003c/h2\u003e\n\u003cp\u003e21st Century IDEA required agencies to send an annual report to OMB on the progress of implementing the requirements of the law.
