As chief scientist at the \u003ca href=\"https://www.sba.gov/\"\u003eSmall Business Administration\u003c/a\u003e (SBA) \u003ca href=\"https://www.sba.gov/offices/headquarters/ooi\"\u003eOffice of Investment and Innovation\u003c/a\u003e, she coordinates policy across the 11 agencies participating in the \u003ca href=\"https://www.sba.gov/offices/headquarters/oca/resources/6827\"\u003eSmall Business Innovation Research/Small Business Technology Transfer\u003c/a\u003e (SBIR/STTR) programs.\u003c/p\u003e\n\u003cp\u003e\u003cstrong\u003eXueying \u0026ldquo;Shirley\u0026rdquo; Han\u003c/strong\u003e is a research staff at the \u003ca href=\"https://www.ida.org/STPI\"\u003eScience and Technology Policy Institute\u003c/a\u003e (STPI), a federally funded research and development center partnered with OSTP to bring objective analysis to this mandated reporting. Since joining STPI in 2016, she has brought experience and expertise in the areas including China science and technology policy, STEM education, global migration of talent, and survey and experimental methodology, among others.\u003c/p\u003e\n\u003cp\u003e\u003cstrong\u003eTammy White\u003c/strong\u003e is the senior analyst for the \u003ca href=\"https://challenge.gov\"\u003eChallenge.gov\u003c/a\u003e program.
