The toolkit contains information, resources, and best practices federal agencies can use to harness the power of public participation.\u003c/p\u003e\n\u003cp\u003eSpecifically, the toolkit provides:\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003e\u003ca href=\"https://crowdsourcing-toolkit.sites.usa.gov/howto/\"\u003eProcess steps\u003c/a\u003e—An outline of five important steps agencies can use to plan, design and implement crowdsourcing or citizen science projects\u003c/li\u003e\n\u003cli\u003e\u003ca href=\"https://crowdsourcing-toolkit.sites.usa.gov/case-studies-overview/\"\u003eCase studies\u003c/a\u003e—Demonstrated success stories, benefits and challenges from other federal agencies that can inspire new projects or help in pitching ideas\u003c/li\u003e\n\u003cli\u003e\u003ca href=\"https://ccsinventory.wilsoncenter.org/\"\u003eMap of U.S. projects\u003c/a\u003e—Citizen science and crowdsourcing projects across the United States\u003c/li\u003e\n\u003cli\u003e\u003ca href=\"https://crowdsourcing-toolkit.sites.usa.gov/resource-library/\"\u003eResource library\u003c/a\u003e—Examples, guidance, and helpful links from successful practitioners\u003c/li\u003e\n\u003cli\u003e\u003ca href=\"https://crowdsourcing-toolkit.sites.usa.gov/communities/\"\u003eInnovation communities\u003c/a\u003e—Information about working groups and other related communities that can provide in-person support for projects.\u003c/li\u003e\n\u003c/ul\u003e\n\u003cp\u003eThe Toolkit was developed in response to the \u003ca href=\"https://www.whitehouse.gov/sites/default/files/docs/us_national_action_plan_6p.pdf\"\u003e2013 Second Open Government National Action Plan\u003c/a\u003e [PDF]. As part of the the plan, agencies were charged with developing an Open Innovation Toolkit; the Crowdsourcing and Citizen Science Toolkit is the first component of the Open Innovation Toolkit to be completed.\u003c/p\u003e\n\u003ch2 id=\"building-the-building-team-hahahugoshortcode2640s2hbhb\"\u003eBuilding the Building Team \u003cdiv class=\"image\"\u003e\n  \u003cimg\n    src=\"https://s3.amazonaws.com/digitalgov/_legacy-img/2015/09/600-x-400-Cube-Letters-show-teams-in-front-of-unsharp-ludo-figures-Umkehrer-iStock-Thinkstock-472509682.jpg\"\n    alt=\"Cube Letters show teams in front of unsharp ludo figures.\"/\u003e\u003c/div\u003e\n\n\u003c/h2\u003e\n\u003cp\u003eOSTP and CCS had a wealth of subject matter expert knowledge but did not have resources or expertise to build and host a publicly available toolkit.\u003c/p\u003e\n\u003cp\u003eJenn Gustetic, Assistant Director for Open Innovation at OSTP, looked for assistance from the \u003ca href=\"https://openopps.digitalgov.gov/\"\u003eOpen Opportunities platform\u003c/a\u003e, which allows agencies to tap into federal expertise and provides professional development opportunities to federal employees. Two groups were formed via Open Opportunities: one tasked with \u003ca href=\"https://openopps.digitalgov.gov/tasks/44\"\u003ebuilding the toolkit\u003c/a\u003e, and another charged with \u003ca href=\"https://openopps.digitalgov.gov/tasks/121\"\u003eensuring that the toolkit content adheres to Section 508 standards\u003c/a\u003e.\u003c/p\u003e\n\u003cp\u003eIn six months, Open Opportunities participants built the user-centered toolkit, collaborating with innovators from more than 25 agencies. Building the toolkit is a step forward for both federal agencies and the citizen science and crowdsourcing fields as a whole.\u003c/p\u003e\n\u003cp\u003e“A lot of the work for the toolkit was done for the first time ever: some of the definitions and ideas are not explained anywhere else,” Gustetic said.\u003c/p\u003e\n\u003cp\u003eParticipants also expanded their skill sets as a result of the collaboration. Sara Cope, Project Manager for the Department of Veterans Affairs, said that she signed up for the Open Opportunity because she wanted to work on a WordPress development project within government.\u003c/p\u003e\n\u003cp\u003e“I have worked on many WordPress projects on my own time, but I knew that development in government can be more challenging, as far as regulations and restrictions, and that is something I wanted more experience with,” Cope said. “I’m currently a project manager and have been considering transitioning back to development full-time. The Toolkit project gave me an opportunity to work in the developer role without having to fully commit to a job change and that has been invaluable. It has been great to work with folks from other agencies and learn about their tools, processes and workflows. I have been with the VA my entire government career, so it’s nice to get to learn how other agencies get work done.”\u003c/p\u003e\n\u003ch2 id=\"behind-the-scenes\"\u003eBehind the Scenes\u003c/h2\u003e\n\u003cp\u003eThe toolkit was built on \u003ca href=\"https://sites.usa.gov/\"\u003eSites\u003c/a\u003e, a free shared service that provides federal agencies with an open-source CMS and secure cloud hosting. Analytics code from the \u003ca href=\"/preview/gsa/digitalgov.gov/bc-archive-content-3/guides/dap/\"\u003eDigital Analytics Program\u003c/a\u003e was implemented on the toolkit website, and \u003ca href=\"http://search.digitalgov.gov/\"\u003eDigitalGov Search\u003c/a\u003e powers the toolkit’s search box.\u003c/p\u003e\n\u003cp\u003eGustetic noted that the project was done with no funding, making the availability of tools and shared services essential in the success of the toolkit.\u003c/p\u003e\n"}
