The third version of our \u003ca href=\"https://open.nasa.gov/blog/2014/04/23/share-your-thoughts-open-gov-3-0-plan/\"\u003eOpen Gov Plan\u003c/a\u003e is due June 1st.\u003c/p\u003e\n\u003cp\u003eMy Open Innovation teammates and I took the opportunity to attend the event. We gained valuable insights from citizen activists on what they want to see in agency plans, as well as how they will judge our progress on White House mandates for transparency, collaboration, and participation. We spoke with representatives from three organizations: the \u003ca href=\"http://www.foreffectivegov.org/\"\u003eCenter for Effective Government\u003c/a\u003e, the \u003ca href=\"http://www.whistleblower.org/\"\u003eGovernment Accountability Project\u003c/a\u003e, and the \u003ca href=\"http://www.ucsusa.org/\"\u003eUnion of Concerned Scientists\u003c/a\u003e; shared our 2014 flagship initiatives; and received thoughtful guidance about how NASA can publish the best plan possible. We also received feedback from \u003ca href=\"http://us.creativecommons.org/\"\u003eCreative Commons\u003c/a\u003e, who provided an opinion on the types of licensing models all federal agencies could consider.\u003c/p\u003e\n\u003cp\u003eThe representative from the \u003ca href=\"http://www.foreffectivegov.org/\"\u003eCenter for Effective Government\u003c/a\u003e shared his interest in a number of topics, including the \u003ca href=\"http://www.hq.nasa.gov/office/pao/FOIA/\"\u003eFreedom of Information Act\u003c/a\u003e, electronic records management, and centralized regulations. He informed us of several new interagency activities to create a government-wide one-stop-FOIA-shop. We discussed our flagship initiatives: \u003ca href=\"http://climate.data.gov/\"\u003eClimate.Data.gov\u003c/a\u003e, NASA’s Information Project, and the \u003ca href=\"https://open.nasa.gov/blog/2014/04/23/share-your-thoughts-open-gov-3-0-plan/\"\u003eAsteroid Grand Challenge\u003c/a\u003e.\u003c/p\u003e\n\u003cp\u003eThe representative from the \u003ca href=\"http://www.whistleblower.org/\"\u003eWhistleblower.org\u003c/a\u003e Government Accountability Project shared a formal list of whistleblower activities of interest that should be included in NASA’s updated Open Gov plan. Among those activities are: NASA’s participation in the Office of Special Counsel’s Whistleblower Certification Program; implementation of the Presidential Directive on Protecting Whistleblowers with Access to Classified Information (\u003ca href=\"https://www.fas.org/irp/offdocs/ppd/ppd-19.pdf\"\u003ePPD-19\u003c/a\u003e); and better awareness of NASA’s Inspector General \u003ca href=\"http://oig.nasa.gov/whistleblower.html\"\u003eWhistleblower Ombudsman Frank Larocca\u003c/a\u003e. They offer whistleblower training and consultation upon request by agencies.\u003c/p\u003e\n\u003cp\u003eThe \u003ca href=\"http://www.ucsusa.org/\"\u003eUnion of Concerned Scientists\u003c/a\u003e is most concerned with scientific integrity, and produced a \u003ca href=\"http://www.ucsusa.org/assets/documents/scientific_integrity/Freedom-to-Speak-Methodology.pdf\"\u003escorecard\u003c/a\u003e on federal scientists’ freedom to communicate openly.\u003c/p\u003e\n\u003cp\u003eThe scorecard gives agencies two grades on agency media and social \u003ca href=\"http://www.ucsusa.org/mediapolicies\"\u003emedia policy\u003c/a\u003e: 1) the strength of official written media policies; and 2) how the agency implements the policy with federal scientists. The representative provided recommendations for NASA, including granting explicit rights of last review for all scientists, and also making publicly available the agency’s social media policy. We’ve identified NASA’s policy documents to add to the published report.\u003c/p\u003e\n\u003cp\u003eOur team is thankful for the opportunity to engage with concerned citizens who want our government to be open and accountable. We agree.
