Between finding those rockstar mobile developers, figuring out what to ask for in a statement of work (SOW), the time it takes getting a contract to get those expert resources, agencies are challenged in making anytime, anywhere mobile gov.\u003c/p\u003e\n\u003cp\u003eWe have some relief.\u003c/p\u003e\n\u003cp\u003eWe have been working with several agencies to \u003ca href=\"https://digital.gov/resources/mobile-sow-and-developer-qualifications/\" title=\"Mobile SOW and Developer Qualifications\"\u003ecreate model mobile SOW templates\u003c/a\u003e to use in a new program designed to streamline the acquisitions process for some technology services–like mobile development. It’s called RFP-EZ.\u003c/p\u003e\n\u003cp\u003e\u003ca href=\"https://rfpez.sba.gov/\" target=\"_blank\"\u003eRFP-EZ\u003c/a\u003e is a web based platform created by the Small Business Administration and a group of \u003ca href=\"http://www.whitehouse.gov/innovationfellows/rfp-ez\"\u003ePresidential Innovation Fellows\u003c/a\u003e to improve tech acquisitions by focusing on small business and contracts valued below $150,000. (Why $150K? That’s because there are special simplified acquisition rules under this threshold.)\u003c/p\u003e\n\u003cdiv\u003e\n  \u003cp\u003e\n    The RFP-EZ platform was designed to simplify the development of statements of work, improve agency access to information about small businesses and enable small businesses to submit quotes, bids or proposals electronically.\n  \u003c/p\u003e\n\u003c/div\u003e\n\u003cp\u003e\u003cstrong\u003eGood for Federal Agencies\u003c/strong\u003e\u003c/p\u003e\n\u003cp\u003eRFP-EZ streamlines and simplifies the procurement process and allows agencies to work with their Contracting Officers to get developers on board quickly. RFP-EZ allows agencies to;\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003eView a profile of the business (location, small business status, prior awards and award cost, and current catalog pricing of the business)\u003c/li\u003e\n\u003cli\u003eBrowse pre-existing SOW templates and leverage them as templates for creating their own SOW’s\u003c/li\u003e\n\u003cli\u003eEasily coordinate with Contracting Officers who can edit RFP’s and easily post them to \u003ca href=\"https://www.fbo.gov/\"\u003eFBO.gov\u003c/a\u003e\u003c/li\u003e\n\u003cli\u003eSubmit their RFP’s directly to a community of vendors actively searching for RFP’s\u003c/li\u003e\n\u003cli\u003eMonitor and respond to vendor questions on bids.\u003c/li\u003e\n\u003c/ul\u003e\n\u003cp\u003eAgencies \u003ca href=\"https://rfpez.sba.gov/government\"\u003ejust need to sign up\u003c/a\u003e to get started.\u003c/p\u003e\n\u003cp\u003e**Good for Small Business Mobile Developers\u003c/p\u003e\n\u003cp\u003e**\u003c/p\u003e\n\u003cp\u003eRFP-EZ streamlines and simplifies the procurement process and allows businesses to bid on government RFP’s quicker. RFP-EZ allows small businesses to;\u003c/p\u003e\n\u003cul\u003e\n\u003cli\u003eMarket their services and products to the government\u003c/li\u003e\n\u003cli\u003eSign up to receive alerts about and \u003ca href=\"https://rfpez.sba.gov/projects.\"\u003emonitor new RFP’s\u003c/a\u003e\u003c/li\u003e\n\u003cli\u003eRespond online instead of having to download the solicitation and respond with a paper-based offer\u003c/li\u003e\n\u003cli\u003eAsk questions and communicate with agencies about the acquisition online\u003c/li\u003e\n\u003cli\u003eAccess “helper text” to assist in responding to the solicitation and save their draft proposals for later review and reuse\u003c/li\u003e\n\u003cli\u003eStore some standard information to pre-populate required forms on their current and future acquisitions.\u003c/li\u003e\n\u003c/ul\u003e\n\u003cp\u003eSmall businesses can \u003ca href=\"https://rfpez.sba.gov/vendors/new\"\u003esign up to get started\u003c/a\u003e. In order to be awarded RFP’s they will need to be registered with \u003ca href=\"https://www.sam.gov/portal/public/SAM/\" target=\"_blank\"\u003eSAM.gov\u003c/a\u003e and follow procedures there.\u003c/p\u003e\n\u003cp\u003e\u003cstrong\u003eGood for Mobile Gov\u003c/strong\u003e\u003c/p\u003e\n\u003cp\u003eWe have been working with the folks developing RFP-EZ at SBA to include model mobile SOW templates. Now when agencies create a new project in RFP-EZ, they can find our model mobile SOW templates by choosing the “Mobile Application Development” project type.\u003c/p\u003e\n\u003cp\u003eIn addition, there is a \u003ca href=\"https://rfpez.sba.gov/vendors\" target=\"_blank\"\u003ecommunity of vendors\u003c/a\u003e who can provide the expertise and skills needed to develop excellent mobile products (mobile web, native apps, etc.). Agencies can browse this community and encourage other mobile and web service providers, such as designers and developers, to join the community.\u003c/p\u003e\n\u003cp\u003eSo, what are you waiting for?
